Beverly Hills is its own incorporated city with its own building department, and its zoning code splits single-family residential property into three distinct areas, each with a genuinely different permitting path. Getting this right at the start of a project matters more here than almost anywhere else we work.
The Central Area covers the flatter, grid-pattern neighborhoods generally south of Sunset Boulevard, the streets most people picture when they picture Beverly Hills. Any part of a residence visible from a public street here typically triggers the city's Design Review process, layered on top of standard plan check. The Hillside Area rises north of Sunset into the canyons and slopes of the Santa Monica Mountains, where the zoning code calculates allowable floor area based on the ratio of flat, buildable pad to total slope, and where geotechnical review, retaining wall engineering, and view preservation rules all apply. Trousdale Estates, the plateau area, runs on its own separate permit track entirely.

Applications go through the City of Beverly Hills directly rather than LADBS. Central Area projects visible from the street generally need Design Review in addition to standard plan check. A number of larger, older Beverly Hills estates exceed what current floor area formulas would allow to build new. These exist as legal nonconforming structures, meaning a remodel within the existing footprint is generally workable while a full rebuild would likely come in smaller. We flag this distinction clearly before you decide between remodeling and rebuilding.

Design Review applies to street-visible work, covering floor area, height, setbacks, and landscaping in addition to standard plan check. Architecturally the most varied part of the city, spanning decades of construction eras and styles on the same block.
North of Sunset, minimum lot size jumps to a full acre, but buildable area depends on the pad-to-slope ratio rather than total lot size alone. A lot with a large flat pad gets substantially more buildable area than a steep lot of the same total acreage. Geotechnical review, retaining wall engineering, and view preservation regulations all factor into design and add real technical review time.

Properties assembled from multiple lots or built before current floor area formulas frequently exceed what could be built new today. A remodel that respects the existing footprint typically proceeds normally; a teardown resets the property to current code, which can mean a smaller replacement structure. Confirm actual city jurisdiction before assuming it from your mailing address. Some properties with a Beverly Hills ZIP code sit outside city limits and fall under Los Angeles for permitting, police, and fire instead. The two processes are different enough that this is worth verifying in the first conversation, not discovering at plan check.
